Regional enrollment is live
This month we shipped regional enrollment, a key feature on the Cal-ITP Benefits roadmap for 2026. After a rider completes the enrollment flow for an agency in a region, our application registers their transit benefit at all agencies comprising a region, not just the "home agency" the rider selected to start enrollment. A single enrollment allows eligible riders to automatically receive reduced fares across the region. The first region to go live is San Luis Obispo County, comprising SLO Transit (City of San Luis Obispo) and RTA (San Luis Obispo Regional Transit Authority). When a rider selects either agency and successfully verifies their eligibility, their contactless card is registered for reduced fares at both. An older adult who enrolls through SLO Transit automatically receives reduced fares on RTA's regional routes connecting communities across San Luis Obispo County — and vice versa. Both agencies currently support self-service enrollment for older adults (65+) and Medicare cardholders.
Why regions matter — and what's next
As more California transit providers adopt open-loop payments, geographic regions of adjacent and overlapping transit systems are emerging. Riders paying standard fares already enjoy the convenience of using one bank card to ride across multiple systems, especially in Central California. But riders eligible for a transit benefit must enroll separately at each agency to automatically receive reduced fares. This redundancy is inconvenient for riders and inconsistent with the integrated travel experience that open-loop payments make possible. Regional enrollment addresses this pain point. A rider's eligibility doesn't change between agencies; the enrollment experience shouldn't either. The SLO County launch discussed above is Phase 1 of a broader initiative. Phase 2 will bring regional enrollment to agencies in Ventura County this summer. As more agencies adopt Cal-ITP Benefits and open-loop payments, the number of regions — and the number of riders who benefit from a single enrollment — will grow.
